Dr. El-Farhan holds both a master’s degree and a PhD in environmental systems engineering from Clemson University. With more than 30 years of professional experience, he is recognized as an authority in water resource management, civil works planning, and ecological systems restoration. His areas of expertise include:
- Integrated water resources management
- Municipal vulnerability and climate resilience
- Stormwater management
- Water and wastewater treatment systems
- Water quality permitting and compliance
- Fate and transport of environmental contaminants
Dr. El-Farhan’s impressive international portfolio spans projects across the United States, India, Canada, Panama, and Jordan. Throughout his career, he has held senior leadership positions at prestigious firms including Weston & Sampson, WSP (Louis Berger), and Tetratech.
His notable professional achievements include:
- Developing Lake Simcoe water quality targets
- Pioneering the first pH/acidity TMDL approach for the EPA
- Establishing the first TMDL in Canada
- Leading the first watershed-based restoration project in India
- Delivering the first stormwater TMDL in Virginia
- Contributing to the development of the Watershed Characterization System for the EPA
